Since 2024 the rules for tourist rentals in the Valencian Community have tightened, and since 2025 Spain has added its own layer. Thousands of homes have been removed from the regional register. Renting legally is still possible, and it is worth more than ever, because legal supply is shrinking. These are the four approvals a holiday home needs today.

1. The town hall’s compatibility report

Before registering, you need a favourable report from the town hall confirming that tourist use is allowed at that address under local planning (Decreto-ley 9/2024). Some towns limit the number of tourist homes per building or area, so this is the first thing we check, even before you buy.

2. Registration in the Valencian Tourism Register

With the report, the home is registered through a responsible declaration. The registration lasts five years and must be renewed. The home must meet the minimum standards of Decreto 10/2021: equipment, safety, accessibility, house rules and civil liability insurance. A stay counts as tourist when it lasts 10 days or less.

3. The owners’ community, if you bought after 3 April 2025

Since Ley Orgánica 1/2025, starting a tourist rental in a flat requires the express approval of the owners’ community: three-fifths of the owners, who must also represent three-fifths of the shares. Homes already rented as tourist lets before that date keep their right. If you are buying to rent, ask for the community minutes before you sign.

4. The national rental registration number (NRA)

From 1 July 2025 every short-term rental in Spain needs a single registration number issued through the Land Registry (Real Decreto 1312/2024). Airbnb, Booking.com and other platforms must display it and remove listings without a valid one.

Every guest, every stay

Once operating, each guest must be registered with the authorities (Real Decreto 933/2021) within 24 hours, through the SES.HOSPEDAJES system in force since 2 December 2024. Fines for illegal tourist offers in the Valencian Community reach €600,000.
